Jim Hensley and his older brother, Eugene, first began working in the liquor distribution business before World War II, being in the employ of Kemper Marley, Sr., an Arizona rancher who had become wealthy in that business in Phoenix and Tucson following the end of Prohibition.. In a May 1953 hearing before the New Mexico State Racing Commission, the Hensley brothers concealed the existence an equal partner, Clarence "Teak" Baldwin, who had been banned from any ownership role due to illegal bookmaking activities.[15] A 1953 New Mexico State Police investigation found further that Kemper Marley was a financial backer for bookmakers and had connections with Baldwin and with the bookmaking operations of organized crime..

Marley started to lease ranches at age 27. He ended up with extensive landholdings and operated Arizona’s largest producer and shipper of vegetables. He also owned two meat-packing facilities and a major cotton-ginning company. Marley ran one of the state’s largest liquor wholesalers after Prohibition was rescinded in 1933.

As his business grew, so did his political power. Marley ended up serving on several state boards and commissions.

Opened in 1959, the Phoenix Art Museum is located on the Central Avenue Corridor.

Shortly after Arizona became the 48th state in 1912, the Phoenix Women’s Club was formed and worked with the Arizona State Fair Committee to develop a fine arts program. In 1915, the club purchased Carl Oscar Borg's painting Egyptian Evening for US$125 and presented it to the city of Phoenix to begin a community art collection. In 1925, the State Fair Committee expanded its community responsibilities and formed the Phoenix Fine Arts Association.

The next major advance in the local art community came during 1936, when the Phoenix Art Center was created under the auspices of the Works Progress Administration's Federal Art Project. Its director was the painter Philip C. Curtis. Its success led to the creation in 1940 of the Civic Center Association, which set about raising funds and planning a building on a 6.5-acre plot donated by the heirs of Adolphus Clay Bartlett.[3] These heirs included Maie Bartlett Heard, who with her husband Dwight B. Heard founded the Heard Museum.[4]
