I happened to remember a few years ago (in late 2012), when Russia had completely disallowed US citizens to adopt Russian children due to 19 of them dying under US adopive parents' care.

The Dima Yakovlev Law bans citizens of the United States from adopting children from Russia. The law was signed by Russian President Vladimir Putin on 28 December 2012 and took effect on 1 January 2013.

Not sure about these leads, but the fact that Russia has banned us citizens and agencies from adopting their kids is telling. What do they know that we don't?

My God that is heartbreaking to see them listed as 'products'. And to see the money involved, I guess it's no wonder it's flourishing the way it is. By the way 'rehoming' makes me instantly think of dogs and cats - it's pretty grim.
