Elizabeth Frawley Bagley (born July 13, 1952) is an American attorney specializing in trade and international law, a diplomat, and a major Democratic party donor and fundraiser.

She was sworn in as Special Representative for Global Partnerships in the Office of the Secretary of State on June 18, 2009. She served as Senior Advisor under a former Secretary of State from 1997–2001 where she established and headed the Office of Media Programming Acquisition for the newly independent Balkan states. Ambassador Bagley also served as a Senate liaison for NATO Enlargement. From 1994 to 1997, she served as the U.S. Ambassador to Portugal.

Ambassador Bagley was a major fundraiser during Hillary Clinton’s presidential campaign of 2008 and 2016 and the Bagleys contributed over $1,000,000 to the Clinton Foundation.
