Arizona Department of Public Safety spokesman Bart Graves was the one who spread the information that it was suicide and that "Several people tried to restrain him from jumping but failed".

The Arizona Department of Public Safety confirmed his death as an apparent suicide.

Arizona Department of Public Safety spokesperson Bart Graves wrote in a statement cited by PEOPLE that the actor had “forced himself off the Transwestern Rd. bridge onto Interstate 40.”

After falling onto the I-40, Kappy was reportedly hit by a Ford truck.

“We don’t know why Mr. Kappy took his own life,” Graves wrote in an email cited by TMZ.

Bart Graves' LinkedIn account says for the year 2000:
"Producer - Warner Brothers Television, Apr-Dec 2000, Burbank, California - Produced a TV pilot for the Tom Leykis show"
It looks like he wasn't very successful as a producer but still has the connections.

Maybe he also was a speaker for the local Dems but that's not yet confirmed.
