Put on your detective caps: If any of these people had been actually working on technology, or even reading a text about it they would've known how to spell it. That means this ministry didn't do anything other than siphoning tax funds.

If as you say it's that far off, then they just adopted an English form of the word. (imo)

Maybe I wasn't clear. The word in Spanish is "tecnología". They spelled it as "tegnología" because they don't know how to spell it. To put this error in perspective, imagine someone spelled "technology" as "tegnology" and you'll see how stupid it was.
