My racist eyes tell me the fire truck has no water and is reliant on members of the public carting buckets of water on.

That is what was reported in the news. However, the truck didn't run out of water, it arrived empty with the wrong hose. Not that it would have helped, there's not much water available from the hydrant.

  The Kgetlengrivier Concerned Citizens group is currently in a protracted legal battle with the municipality over control of water and sewage in the area.
  
  They want to take over water and sewage projects in Koster and Swartruggens from the dysfunctional municipality.
