GMF was founded as a permanent memorial to Marshall Plan assistance through a grant from the West German government. Goldman, an American whose family had fled Germany in 1940, lobbied the West German government, particularly Finance Minister Alex Möller for an endowment to promote European and U.S. relations on the 25th anniversary of Marshall Plan aid.[4] Working with a planning group that was to constitute the Fund's initial Board of Trustees - including physicist Harvey Brooks, diplomat Robert Ellsworth, journalist Max Franke, economist Richard N. After the Berlin Wall fell in 1989, GMF was among the first U.S. organizations to establish a presence in what had been East Berlin, in 1990. It moved its Bonn operations to Berlin in 1992. In 2006, GMF acquired its current headquarters in Washington, DC, a building that until 1963 had housed the West German chancery, and that had hosted such figures as John F. Hoffmann’s biography at the WSN states he has worked as adviser in the European Parliament to Hans-Gert Poettering, now the President of the European Parliament who is involved in EU enlargement towards the countries of central Europe (and slightly obsessed with religion); and in the German Bundestag with the Secretary of Defense, Peter Kurt Wuerzbach MP and with the U.S. Senate (Sam Nunn and Gary Hart) in ‘defense affairs for many years’. So an American agent then, probably fronting for Lockheed Martin and so on would be the initial surmise.

Since 1999 Nunn (Chevron Corporation, Coca-Cola, Dell and General Electric Company) served as Chairman of the Board of Trustees for the Center for Strategic and International Studies (CSIS) and Hoffmann was a Research Fellow at CSIS, Georgetown University from 1983-84. Aside from this connection there seems not much more information provided on exactly what Hoffmann did here.

Nunn’s wife , Colleen, worked as a spy for the Central Intelligence Agency with which CSIS is closely linked. Nunn is also a member of the Atlantic Partnership which ‘drip feeds’ Atlanticist propaganda into the media to serve the busness interests of its members who include Michael Howard and Lord Powell of Bayswater. Nunn was (a dissenting) part of the committee which decided to expand NATO in 1998 — George Kennan, the American diplomat and historian once said that: ”expanding NATO would be the most fateful error of American policy in the entire post-cold-war era.” Heavily involved in the cold war himself, Nunn was chairman of the Senate Armed Services Committee in the US Congress (1987-89) and offered “early support for the Strategic Defense Initiative (known popularly as “Star Wars”) and aid to anti-Communist “Contra” forces in Nicaragua,” according to the Encyclopedia of World Biography. These are interesting connections, as we shall explore below: both were connected to ‘Project Democracy’ and UN Public Diplomacy, a great deal of which in the 1980s, according to Nicholas J. Cull, was run by the CSIS through David M. Abshire in relation to the deployment of ground launched cruise missiles in Europe, which Hoffmann seems to also have had some connection with.

Fritz Gustav Anton Kraemer (July 3, 1908 – September 8, 2003) was a German-American military educator and advisor.

Kraemer was born in Essen, Germany, the eldest child of Jewish parents Georg Kraemer (born Berlin 1872, died Theresienstadt 1942) and Anna Johanna (Jennie) Kraemer, née Goldschmidt (born Essen 1886, died Washington DC 1971) and studied at the famous Arndt Gymnasium in Berlin, the London School of Economics[1] and the Universities of Geneva and Frankfurt before earning a doctorate in law at the University of Frankfurt in 1931 and a doctorate in Political Science at the University of Rome in 1934.

During most of the 1930s he was Senior Legal Advisor to the League of Nations at the League’s Legal Institute in Rome. In 1933, he married his wife, Britta Bjorkander, a Swedish citizen...

..What we see in The Forty Years War is that Vietnam split conservatives into two groups: those who sought reconciliation with America's adversaries (including not only North Vietnam, but also the Soviet Union and China), and those who thought weak-kneed political leaders were giving away too much to America's adversaries, including restricting military solutions in Vietnam and more generally pursuing policies of détente. Following Vietnam, Henry Kissinger emerged as the best example of a member of the former group, while Fritz Kraemer continued to lead the latter group.

The split occurred during the fall of 1972, at the moment the Nixon administration was closest to reaching a peace agreement with North and South Vietnam. Most importantly, the split was captured on the Nixon taping system. Before publication of The Forty Years War, no attention had been paid to a meeting that took place on October 24, 1972, yet it has all the makings of pure intrigue. At 11:15 am, Henry Kissinger and his long-time mentor, Fritz Kraemer, entered the Oval Office for a private meeting with President Nixon.

To interested observers and professional historians alike, the meeting raises far more questions than it answers. Management guru Peter Drucker referred to Kraemer as "the man who discovered Kissinger." Donald Rumsfeld referred to Kraemer as "the keeper of the flame", and during a speech upon his departure from the Pentagon in 2006, he cited Kraemer's controversial philosophy of "provocative weakness." Kissinger himself referred to Kraemer in an emotional eulogy as "the greatest single influence of my formative years." In 2000, Alexander Haig told James Rosen, author of The Strong Man: John Mitchell and the Secrets of Watergate, that Fritz Kraemer "detests Henry today, even though he was Henry's father in the United States." National Security Council Staff Member Roger Morris stated that it was "probably Kraemer in the Pentagon" who was responsible for Haig's appointment as Kissinger's deputy. After all, neither Nixon nor Kissinger knew Haig previously; however, Kraemer naturally had the ear of Kissinger.
