He was not wearing makeup when he was 16 nor, from the reporting I've read, claimed to be female until after he was in men's prison.

A transgender prisoner who got two fellow inmates pregnant at New Jersey's only women's prison has been moved to a men's prison where she is being held in a vulnerable unit.
Demi Minor, who is serving a 30-year sentence for stabbing her former foster father to death, was moved from the Edna Mahan Correctional Facility to the Garden State Youth Correctional Facility in June.

I don't believe Minor acted as a female gender when stalking down and stabbing the foster father and when pointing a Glock in a woman's face while her baby was in the car so he could steal the vehicle.Minor was just 16 when [he] broke into Theotis Butts's home in Gloucester Township, New Jersey.
Butts had taken [him] in as a foster child, but Minor was no longer living with him, according to a report at the time on NJ.com.
[He] stabbed Butts, 69, several times and then fled to New York where [he] was arrested.
[He] was also convicted of carjacking. [He] approached a couple – whose infant son was in their Pontiac Grand Prix at the time – and pointed a Glock .45 in the woman's face. The couple got their baby out of the car before Minor sped away with it.
Minor started to transition into a woman in 2020 and was transferred out of the male prison system to Mahan.
