The way they’re framing it back at POAL is discouraging, but not unexpected. They think it’s “enforcing the rules” when it’s really just stretching a particular rule to cover an imaginary “offense”. Bummer, really.

Should do. If it's working properly you should only see the @username highlight if there's a real user with that name. If not, it will display without the @, which is a bit confusing... And yes, they'll receive a notification.
