Well, at least it's better than Apartheid.
That system never paid anyone, including the presidents and their cabinets. After a hard day's work everybody was sent home from work at the various government offices without a single cent.
They all got a kick in the butt and told that if they didn't come back to work tomorrow, then Apartheid will be dismantled and life in SA would become like it was before Apartheid.
I'm not quite sure what there was before Apartheid, but it was much, much worse. Probably.
