There is an on-going national debate over the efficacy of supervised drug consumption sites, which are prohibited by state and federal laws, and a continuing local debate over whether and where to open one in San Francisco. Mayor Breed and members of the San Francisco Board of Supervisors have advocated a supervised drug consumption site, and purchased two properties in the Tenderloin to serve people suffering from addiction. But the city never approved the creation of a supervised consumption site at the linkage center and the site is in violation of state and federal laws.

We are the first to report on the operation of the illegal supervised drug consumption site at the linkage center. The two of us witnessed a half-dozen people smoking fentanyl in an outdoor area on the site, and two people passed out at a table. An employee of a city contractor at the linkage center told us that two people had overdosed and been revived since the site opened on Tuesday.

Mr. Wolf’s main message: that the rampant availability of drugs in San Francisco, especially the fast-acting and very often deadly opioid fentanyl, makes it very difficult for users to successfully seek treatment and recover.
A lifelong Democrat, Mr. Wolf says he shares the goals of harm reduction in San Francisco. But he argues that some of the programs that the city funds, like handing out foil and straws to fentanyl users, cross the line into enabling drug use.
The city’s nonjudgmental approach to drug use is hurting the people it is meant to help, he says.
“The Tenderloin has always been the drug users’ and dealers’ epicenter in San Francisco,” Mr. Wolf said. “But in recent years, you’ve created the environment of easy access to drugs 24/7.”
“It’s nearly impossible to get clean and it’s impossible to stay clean,” he said.

She said she asked how to determine if someone is sleeping or has overdosed, 'Because there was a guy sleeping on the table, and he said, "Well, we try and wake them up. And if we can't wake them up, then we'll administer Narcan [which reverses overdoses]." I was shocked.'

We witnessed multiple drug sales directly in front of the linkage center, and many people smoking fentanyl, meth, and injecting drugs.

There were at least a dozen young men within a two block radius of the linkage center who appeared to be selling drugs.
