How many people were in the crowd? Did they perhaps outnumber the cops 2:1? All you'd need is for the crowd to attack the zogbots and the zogbots would think twice about during this in the future (without pre-emptively shooting down the crowd the next time they want to arrest a non-believer).
If the zogbots were to lose their lives enforcing tyrrany, then they'd definitely start thinking about what they're doing. Maybe. I fear, on the other hand, the heavyhandedness would become even worse after the first 10-20 cops are murdered by crowds.
