How much time do you get to activate an username/account?

A friend was setting up an account, but they used an email they no longer have access to.
My friend can't change the email because they can't login to access control panel until they complete registration via an inaccessible registration email.
When they attempt to register their username with a different email account, it says "username is already registered". Of course, thats false.
Can they just wait X time until registration window closes - or can ebil people tie up/block usernames indefinitely with no intent to register/use them?
