FEMA was created in a series of executive orders. A presidential executive order, whether constitutional or not, becomes law simply by it's publication in the federal registry. Congress is bypassed.
Executive order 12148 created the federal emergency management agency that is to interface with the department of defense for civil defense planning and funding.

The video I linked to is not about camps at all, but about the transfer of power to FEMA. If you had bothered to watch it from 5:40 min as I suggested you would know that, boomer. You're being proven right is only happening in your imagination. Take your medication.
