I guess it's how they fund the BBC

In the British Islands, any household watching or recording live television transmissions as they are being broadcast (terrestrial, satellite, cable, or Internet) is required by law to hold a television license. The television license is the instrument used to raise revenue to fund the BBC; it is a form of taxation.[1]

Why the hell would you want to do that?

I know people who watch movies(dvds) and have had police bother them about the stupid license, so even if you don't have cable they still won't leave you alone about it.

BBC has a history of protecting state sponsored pedophiles, nothing surprises me when they are part of the equation.
