The head of the Ethics Review Board, the which oversees the office, was blunt when shown the station’s findings.
“I've never seen anything worse, honestly,” ERB Chairman Michael Cowan said.
“The office is ‘on autopilot,’" the report continued. “He is ‘in over his head.’ ”
