Socialism explicitely wants world government.

SOCIALISM AND WORLD PEACE

The ultimate objective of the parties of the Socialist International is nothing less than world government. As a first step towards it, they seek to strengthen the United Nations so that it may become more and more effective as an instrument for maintaining peace. Nations should settle their disputes peacefully, without resort to force. The Charter of the United Nations and the decisions based on it should be respected by all. Its constitution and structure must reflect the increasingly important role which the new countries play on the world scene. Membership of the United Nations must be made universal, so that all nations, including China, may be represented by their governments in power.

A United States of the World (not of Europe alone) is the state form of the unification and freedom of nations which we associate with socialism—about the total disappearance of the state, including the democratic. As a separate slogan, however, the slogan of a United States of the World would hardly be a correct one, first, because it merges with socialism; second, because it may be wrongly interpreted to mean that the victory of socialism in a single country is impossible, and it may also create misconceptions as to the relations of such a country to the others.

We must build a kind of United States of Europe.

The structure of the United States of Europe will be such as to make the material strength of a single State less important. Small nations will count as much as large ones and gain their honour by a contribution to the common cause. The ancient States and principalities of Germany, freely joined for mutual convenience in a federal system, might take their individual places among the United States of Europe.

But I must give you warning, time may be short. At present there is a breathing space. The cannons have ceased firing. The fighting has stopped. But the dangers have not stopped. If we are to form a United States of Europe, or whatever name it may take, we must begin now.

I now sum up the propositions which are before you. Our constant aim must be to build and fortify the United Nations Organisation. Under and within that world concept we must re-create the European family in a regional structure called, it may be, the United States of Europe, and the first practical step will be to form a Council of Europe. If at first all the States of Europe are not willing or able to join a union we must nevertheless proceed to assemble and combine those who will and who can.

In either instance, the unification of Europe would signify the complete trampling underfoot of the principle of self-determination with respect to all weak nations and the preservation and centralization of all the forces and weapons of European reaction: monarchies, standing armies and secret diplomacy.

The democratic republican unification of Europe, a union really capable of guaranteeing the freedom of national development, is possible only on the road of a revolutionary struggle against militarist, imperialist, dynastic centralism, by means of uprisings in individual countries, with the subsequent merger of these upheavals into a general European revolution. The victorious European revolution, however, no matter how its course in isolated countries may be fashioned, can, in consequence of the absence of other revolutionary classes, transfer the power only to the proletariat. Consequently the United States of Europe represents the form—the only conceivable form—of the dictatorship of the European proletariat.
