Dem Rep from Florida Stephanie Murphy wrote the bill:
“What we discovered was that there was a shocking number of people involved in that insurrection who seemingly live normal lives, working in government and law enforcement and the military,” Murphy told The Daily Beast. “It’s really dangerous for individuals who hold these types of views to receive a security clearance and access to classified information… if any Americans participated in the Capitol attack, or if they subscribe to these dangerous anti-government views of QAnon, then they have no business being entrusted with our nation's secrets.”
Stephanie Murphy (born Đặng Thị Ngọc Dung; September 16, 1978) in Ho Chi Minh City, Vietnam, before leaving the country with her family in 1979. Her family fled Communist-controlled Vietnam in 1979 when she was six months old. Their boat ran out of fuel and they were rescued by the United States Navy while at sea.

How did she get elected?
She ran against 12-term incumbent Republican John Mica in the general election on November 8, 2016 and got 51% of the vote, 2018 57.6% of the vote, re-elected in 2020 with 55.34% of the vote. Murphy ran in a district that was somewhat bluer than its predecessor after a court-ordered mid-decade redistricting.
I question every dubious "close" election no matter on what level since 2002 Bush rollout of voting machines.
