The bombshell evidence was dropped without so much as a ripple in the sea of brewing scandals washing up on the shores of the behemoth pharmaceutical company and its partner, BioNTech. David Cameron’s employer secured a £123 million genetic-sequencing contract after the former prime minister lobbied Matt Hancock to attend a genomics conference, The Times has learnt.
Cameron is a paid adviser to Illumina, a US biotech company that provides gene-sequencing services that can be used to screen DNA for genetic illnesses.

In April 2019 he lobbied Hancock, then health secretary, about the conference, saying: “I understand Jay [Flatley, then executive chairman of Illumina] has sent this direct to your office, but I wanted to i) ensure that you had seen it personally; and ii) strongly endorse their invitation to this significant conference.”..

A week after the conference at the Four Seasons Hotel in Hampshire in September 2019, the company was given a multimillion-pound contract for genetic sequencing without competition, The Times reported this year. The contract is with Genomics England, a company wholly owned by the Department of Health and Social Care.

The government’s justification for issuing it without competition was “that Illumina Cambridge Ltd remained the only company that had sufficient capacity, quality, support and infrastructure to support sequencing” for the project.

Cameron also met Nadhim Zahawi, the vaccines minister, in March to discuss gene-sequencing. Illumina was given further government contracts, this time with Public Health England, worth up to £870,000. The government denied that contracts were discussed.

NHS staff have raised concerns about the gene-sequencing contract awarded to Illumina...

Another source said there were two other companies, based abroad, that had the technical capacity to fulfil the contract at the time. They questioned why the contract award had claimed there were no other suitable companies.
Other lobbying by Cameron’s office in 2018 granted him access to expertise at Genomics England in connection to a similar project in India from which Illumina would benefit.

“As you know, DC is now working with Illumina,” Cameron’s secretary wrote to one of his former special advisers. “As part of this, he is helping with an introduction to the Indian government, who may (very excitingly and confidentially) be interested in setting up something similar to Genomics England, with Illumina as a major partner in this project.”

The special adviser put the secretary in touch with Sir John Chisholm, then the chairman of Genomics England.
“I am pleased to hear the Indian government are thinking of launching a programme, and I would be happy to share experience if that was to be of any assistance,” Chisholm responded.
After leaving office in 2016, Cameron visited Illumina’s HQ in San Diego. In 2017 he joined as a consultant and chairman of the international advisory board. He was told not to lobby ministers on behalf of the company for two years after he had left office. In a statement of his interests issued after revelations about his lobbying of ministers on behalf of disgraced financier Lex Greensill, Cameron simply listed Illumina as a “commercial interest”.

Freedom of information disclosures also reveal that the health ministers Nadine Dorries, Jo Churchill and Helen Whately all received lobbying letters from Illumina. Under current lobbying rules, none of this has to appear on any public register.
Illumina also appears to have a backer in Lord Bethell, the Conservative peer and health minister. He asked his staff to relay to the company that “we are huge supporters of Illumina”.
