Why aren't they saying prisoners released into society because of covid concerns should have to take the vaccination first, or ICE detainees or immigrants massed along the border that Biden wants to let in: why aren't they all jabbed first? Oh, I know: let's penalize native born taxpayers first.
If the virus concern was legit they would be worrying about vaccinating the homeless (a traditional vector for infection spread).Instead they are targeting the elderly and minority ethnic subpopulations first.
