This is hilarious

Here's some possible reasons someone would do this:
1) They can't read
2) They can read but don't understand what the black turning knobs are for.
3) They can read and know how to turn the knobs, but dispensing half the contents would
take too long and they want to pass these babies out to the Secret Service detail before
they get on the train!
