On old Voat, it was the users who hung out with /v/realProtectVoat subverse. That group had 20 to 25 users/accounts. When Voat was having stability issue, @freshmeat would try to recruit Goats to his discord chat and promise to build a new site for Goats to hang out. Other suck puppets would show up to encourage potential migration off Voat. He did it on both Voat.co and preview.voat.co. I might still have the archive for that.
