For the SVF you could find the discussion thread about NSFW topic. Basically @SearchVoat wants this site to grow and not scared off new users on first encounter. Another reason was SVF is very limited in resource and workload; he did not want to deal with troubles of having this place attacked/DDOSed. I think those were two main reasons for setting up login-only NSFW subverses. I think we are expecting too much out of this place. It was meant to retain Voat's archive data for future access and a place to regroup. We should not expect him to transformed it into a Voat-like site with capacities similar to Voat. That is just not reasonable expectation.
Right now SVF is so small I think it makes no difference in regard to the visibility of NSFW content.
