Moderator options not working

Had a massive panic yesterday when I discovered IP addresses and even emails can sometimes be seen by mods. Thanks @MadWorld for pointing it out. Sorted now but as part of the scramble to fix I removed mod permissions altogether and they're still not working, I think. Working to correct - please let me know if & when they're working for you.

Yes, @SearchVoat was fixing the user privacy issues, not related to Rule 1.

Still don't understand what the issue was about mods having access to VPN IDs. Other than we shouldn't.
