Fun fact, the OP of that quote was Tsun Tzu, the first subversive warrior that the Soviets based their tactics on. (The Art of War) It basically means trick your enemies into thinking you're a friend while you undermine and betray them. It's a dishonest tactic and completely useless when our enemies had declared war on us ages ago - so there can't be any deception going the other way.
