Why do some subverses have mods while others do not?

All of them were created by searchvoat. People requested specific subs and were made mods of those subs. At least the two that I can think of (GA, CW). There's a request link here somewhere.

@MrPim is correct. Currently I have to create subverses by hand on request, and recently I've figured out that I should make the people who request them mods. I want every sub to have at least one mod - ideally, whoever modded it back at Voat - but I haven't got round to it yet.

I know they're on request since you kindly created the Niggers sub I asked for. Just happened to notice that only a couple have mods and was curious, that's all.
