A state patrol cadet was arrested Thursday at the agency’s training center at Fort McCoy on an arrest warrant for child sex assault.

Department of Transportation Spokesperson Kristin McHugh says Zachary Hogenson, 31, was arrested by the State Patrol just after 7:00 a.m. and taken to the Monroe County jail.

Hogenson later appeared in Grant County Court via closed-circuit TV from Monroe County on the felony charge of repeated sexual assault of a child. Hogenson was released on a signature bond.

Grant County Sheriff Nate Dreckman says Hogenson’s alleged actions were investigated by the Iowa County Sheriff’s Office because Hogenson had been a job applicant with the Grant County Sheriff’s Office.

A criminal complaint states a now-adult woman was interviewed by an Iowa County Sheriff’s detective in June about incidents taking place as long as eleven years ago, when Hogenson was 19 and the woman was 14.

The complaint says Hogenson and the girl had more than two dozen sexual encounters from approximately June 2007 through 2008. “During some of the… encounters she was crying,” the complaint states, with the girl maintaining those encounters were unwanted.

Hogenson was previously a part-time police officer with the Fennimore Police Department. Chief Christopher French says Hogenson left the department in July to prepare for his work with the State Patrol.

McHugh says Hogenson and the rest of his cadet recruit class began training in September. She says while the State Patrol was aware Hogenson was under criminal investigation, officials were unaware of the nature of the probe until this week, when the warrant for Hogenson’s arrest was issued.

Iowa County Chief Deputy Austin Duerst says a sworn member of the Iowa County Sheriff’s Office would be placed on administrative leave if that employee was accused of a crime. But the State Patrol had no specific information on the accusations against Hogenson as they carried out a background check on his fitness to attend the academy, as Iowa County only informed its fellow law enforcement that an investigation was taking place. Duerst says information was withheld to preserve the integrity of the investigation.
